LIBenter
A New, Transparent, European, Responsible Italy, conceived as a shared good
LIBenter has a main objective , simple and ambitious at the same time: to make the main measures envisaged in the PNRR monitorable and assessable, in order to supervise the use of European and national resources aimed at the Italian restart.
To achieve this goal, LIBenter provides three tools:
- a scientific tool, which mainly translates into the production of a model for monitoring projects and reforms, as a first step, and then evaluating the results.
The model contains the "guidelines" drawn up by a working group set up at the Milan Campus of Università Cattolica, composed of economists, sociologists, jurists and representatives of civil society. The "guidelines" are addressed to citizens who undertake the monitoring tasks, contracting authorities, and extraordinary commissioners for major works - a civic tool, consisting in adapting the above-mentioned monitoring model to the possible application by civil society, as well as to the engagement and training of civil society,
- an administrative tool, which provides for the training and support of Italian public administrations, especially those in difficulty, which are called upon to carry out the investments of the PNRR.
